Civic Systems develops digital and AI tools for municipal governments. Its products support meeting transcription and minutes, policy and bylaw modernization, motion tracking, staff reports, and municipal knowledge management to reduce administrative workload and improve access to local-government information. Municipalities (particularly small and mid-size ones) are severely under-resourced when it comes to administrative capacity. Clerks and CAOs spend disproportionate time on routine but legally critical tasks: meetings, drafting reports, managing policies and bylaws, managing public records, writing plans & strategies, processing requests for information, and more. These tasks are time-consuming, error-prone when done manually, and increasingly difficult to staff. Civic Systems, VMP Group's municipal AI services division, directly addresses this capacity gap.
